Is it permissible to pay Zakat to one's siblings, one's wife's mother, and her needy sister, and is it possible to pay the Zakat amount in monthly installments?

It is permissible to give zakat to poor brothers and sisters, for the Prophet, peace and blessings be upon him, said: "Charity given to the poor is charity, and to a relative it is two: charity and maintaining kinship ties." As for the wife's mother, if she is wealthy due to her daughter, she is not entitled to zakat. The original ruling is that zakat should be paid in a single lump sum when the year (hawl) is complete. However, it is permissible to pay it in installments to someone who is not good at managing money, such as a child, an insane person, or a squanderer, provided that the payer of zakat gives it to the guardian of the poor person to handle its installment, or the payer of zakat takes on this responsibility himself if he is the guardian.
