It is not permissible to photograph a woman with her head uncovered, except out of necessity or a dire need that approaches necessity, such as obtaining an identification document if the authorities insist on it. It must be noted that residing in disbelieving lands entails great risks, especially to the faith and morals of children. Therefore, one must emigrate to a Muslim country if there there is no necessity or need to reside in disbelieving lands.
