Enjoying touching the breast is a private habit, and one must repent to Allah for it. The white substance mentioned is often (pre-seminal fluid), which necessitates ablution (wudu') and purifying whatever it has touched of the body and clothes. If a woman doubts whether what has come out of her is maniy (seminal fluid) or something else, she should choose and assign it the ruling of one of the possibilities she is unsure about.
