Am I obligated to fulfill a promise if I follow it with the phrase "in sha' Allah" (God willing)?

The majority of scholars hold that fulfilling a promise is recommended (mustahabb), and breaking it is strongly disliked (makrooh tahrimi) unless it causes harm to the person promised or there is a valid excuse. In such cases, the promiser does not incur sin. It is recommended for one who makes a promise to add an exception, saying: "Insha'Allah (if Allah wills)" or "Asa (perhaps)," to absolve themselves. This exception must be connected to the statement without separation.
