Is it permissible to recite Surat Al-Jumu'ah in the 'Ishā prayer on the night preceding Friday?

The fundamental principle is that a Muslim should recite in their prayer whatever is easy for them from the Quran. They should not commit to reciting a specific surah at a specific time, as long as that is not authentically reported from the Prophet, peace and blessings be upon him. Therefore, there is no harm in reciting a specific surah occasionally. However, whoever commits to reciting it believing that it is sunnah has adopted a belief for which there is no evidence.
