How can the Ahadith be reconciled which indicate that Allah forbade Makkah the day He created the the heavens and the earth, and the Ahadith which mention that Ibrahim (peace be upon him) was the one who forbade it?

The meaning of "Allah made it sacred the day He created the heavens and the earth" is that this sacredness was inscribed in the Preserved Tablet, making it more specific than the hadith "Allah ordained the destinies of all creations fifty thousand years before He created the heavens and the earth." Scholars have agreed that the sacredness of Mecca has been established since the creation of the heavens and the earth, and that Ibrahim (peace be upon him) merely manifested and propagated this sacredness, rather than originating it. Some have also held the view that on the day He created the heavens and the earth, Allah inscribed that Ibrahim would declare Mecca sacred by Allah's command.
