Is it permissible to give Zakat to the mosque's Imam or Muezzin if they are in financial need?

The recipients of zakat are eight, as clarified by Allah's statement: (Indeed, [prescribed] charitable donations are only to be given to the poor and the needy, and to those who work on [collecting] them, and to those whose hearts are to be reconciled, and to [free] captives, and to those in debt, and for the cause of Allah, and to the stranded traveler) [At-Tawbah/60]. Therefore, it is permissible to give zakat to the imam of the mosque or the muezzin if they fall under one of these categories, such as being poor or needy or indebted. However, it is not permissible to give them zakat merely for their roles as muezzin or imam.
