What is the ruling on relying on supplication and signs to determine the Sharia ruling for an issue when it is impossible to ask?

The way to know a Shariah ruling is by asking people of knowledge. It is not permissible to rely on supplication, signs, and the like to know what is lawful and unlawful, as Allah Almighty said: ﴿So ask the people of the message if you do not know.﴾ [An-Nahl: 43]. Scholars have agreed that the common person imitates the people of knowledge during calamities and that it is not permissible for him to issue fatwas.
