What is the ruling on calling for a temporary suspension of the application of hudud (punishments prescribed by Islamic law) in order to discuss how they can be applied justly, and does such a call expel its proponent from the fold of Islam?

Whoever rejects the application of Islamic Hudud punishments or calls for their cessation out of disdain for them is a disbeliever. As for whoever accepts them but calls for their cessation claiming they are applied in an unlawful manner, he is mistaken but does not disbelieve. And one must beware of justifying the non-application of Islamic Hudud punishments, because that is characteristic of the hypocrites and dissenters.
