What is the ruling on opening a PayPal account through circumvention of the conditions of the countries it supports, for the purpose of obtaining profits from websites?

If a website stipulates specific nationalities for interaction, then it is not permissible to resort to deception by registering false information, as this is a form of deceit that is not allowed except with the website's permission. The website administrators must be contacted; if they agree, there is no harm. Otherwise, it is not permissible to use the website except according to their terms, based on the Prophet Muhammad's (peace be upon him) saying: "Muslims are bound by their conditions."
