Is it permissible for the one being led in prayer (ma'mum) to recite Surat Al-Fatihah and the transitional takbeers silently in a silent prayer?

Scholars have differed regarding the minimum for whispering (in prayer). Some are of the view that it is by moving the lips, while others believe it is by making oneself hear. The minimum of it is for the worshipper to hear himself, and the maximum is for him to hear himself and those next to him. The correct view is to limit it to the worshipper hearing himself, for fear of disturbing those near him.
