Is the owner of a travel and tourism agency sinful for transporting women to perform Umrah without a mahram but with a safe companion?

It is forbidden for institutions to facilitate anything that aids in disobedience [to God].

Scholars have differed regarding a woman's travel for Hajj or Umrah without a mahram:

- One group holds that it is impermissible for a woman to travel for Hajj or Umrah except with her husband or a mahram, citing the hadith: "It is not permissible for a woman who believes in Allah and the Last Day to travel for a day and a night's journey except with a mahram."

- Another group deems sufficient reliable female companionship for an obligatory Hajj, as this deters greed and because Hajj is an obligatory journey for which a mahram is not a condition.

- The Malikis permit a woman's travel with reliable companionship for any obligatory journey.

- Imam Ahmad differentiated between a young woman and an elderly one, stipulating a mahram for the young woman but not for the elderly one.
