Is it valid for the Tablighi Jamaat to cite the principle "The means take the ruling of the ends" to justify going out in the path of Allah, claiming that this going out provides an environment for worship?

"Going out, having good companionship, and changing the environment are commendable actions if they assist in maintaining righteousness, engaging in da'wah (inviting to Islam), spreading good, and guiding society. This is because 'the means to a thing take its ruling,' so that which is necessary to fulfill an obligation is itself an obligation. The Shari'ah has encouraged companionship with good people and avoidance of bad companions, as stated in the Almighty's قول: 'And keep yourself patient with those who call upon their Lord morning and evening,' and as seen in the story of the man who killed a hundred souls, who was instructed to go to a righteous village to repent, which indicates the importance of companionship in steadfastness upon the religion. Means have the rulings of their ends, as long as they are not forbidden. If they are permissible and lead to a desired outcome sanctioned by the Shari'ah, then there is no harm in them."
