It is permissible to revive dead land that the ruler has not forbidden its revival without his permission, and it becomes the property of the one who revives it. However, reviving land after the ruler has forbidden it is not permissible except with his permission. If someone revives it without permission after the prohibition, the state has the right to reclaim it from him.
