Is it permissible to use animated drawings (anime/cartoons) in video designs and publish them on YouTube with a an anasheed (Islamic song), or to use pictures of their characters in anime stories?

If the content is free from religious prohibitions, then there is no objection to watching it. Similarly, working in its production is permissible if it aims to establish correct concepts and beneficial values. It has been previously clarified that it is permissible to use a cartoon image as a profile picture.
