Is it permissible to delay giving out the zakat on money saved for marriage if the money is not enough for the dowry and its accessories, and does the zakat remain a debt upon him?

Zakat becomes obligatory immediately if the wealth reaches the nisab and a full year has passed over it. It is not permissible to delay it except out of necessity, such as the need for money for expenses, treatment, or marriage. In such cases, it is permissible to delay it until the excuse is removed, and it then becomes a debt upon the muzakki (the one obligated to pay zakat), which he should pay whenever it becomes easy for him.
