Is it permissible to stipulate reading the entire Qur’an within one month as a condition for accepting a gift, and is it permissible for someone who cannot fulfill this condition to accept the Qur’an with the intention of reading from it according to their available time?

If the endower stipulates that the Mushaf (copy of the Qur’an) is to be taken by someone who will complete reading the entire Qur’an within a month, then this is a valid and binding condition. It is not permissible for someone who knows they will not complete the Qur’an within a month to take the Mushaf. If they take it and do not adhere to the condition, they must return it to the endower. This condition has been mentioned by jurists as a valid condition. Al-Nawawi addressed the issue of endowing a Mushaf for daily recitation of a juz' (part), and Al-Suyuti addressed the issue of someone who took a Mushaf but did not read from it. Similarly, Ibn Uthaymin issued a fatwa stating that if land endowed for Qur’an recitation is for rent, it is invalid. However, if it is endowed for the reciters, then whoever does not recite is not entitled to it and must hand it over to the Sharia court.
