The answer

It is permissible to work in customs clearance for a fee, if the goods are permissible. Marketing licensed cement is allowed for a known fee, and this work is considered permissible brokerage. If you sell the cement yourself, you are an agent for the seller and it is permissible for you to take a fee. The brokerage or agency fee may be a known percentage. There is no legal limit to the percentage of commission; rather, whatever the seller, buyer, and broker agree upon is permissible, while taking custom into consideration. It is permissible for the broker to take a fee as a known percentage of the price of the commodity or of the profit, according to the agreement.
