There is no harm in a woman looking at men, because men are not commanded to cover their faces. Similarly, there is no prohibition against a woman looking at another woman, whether Muslim or non-Muslim, because the prohibition would be out of fear of aroused desire, and this is absent when a woman looks at another like her. And His saying, the Most High: (nor to their women) includes both Muslim and non-Muslim women, so there is no harm in a woman looking at a non-Muslim woman.
