What is the ruling on the imam's persistent recitation of "Indeed, Allah orders justice and good conduct" at the end of the second sermon of Friday prayer?

Many preachers customarily conclude the Friday sermon with the verse: {Indeed, Allah enjoins justice and benevolence} [Quran 16:90]. Umar ibn Abd al-Aziz commanded its recitation from the pulpits instead of reviling Ali ibn Abi Talib. Many scholars, particularly the Malikis, consider it undesirable to conclude the sermon with this verse. Some scholars have deemed the consistent conclusion of the sermon with this verse an innovation (bidah). The preferred view is that it is permissible without commitment, lest people believe it to be part of the Sunnah (definition).
