Is it permissible to seek divorce from a husband who abstains from procreation despite his ability to provide?
You are not obligated to bear the financial burdens of the family; rather, they are incumbent upon your husband. Your maintenance and the maintenance of your children, if he has any, are obligatory upon him. You are permitted to take what suffices you and your child from his money, within reasonable bounds, without his permission, if he is parsimonious. Your husband is not allowed to abstain from procreation except with your permission, for coitus interruptus without your consent is impermissible. You can demand your rights, remind him, and warn him. If he does not fulfill your rights, then you have the right to seek divorce.
