Is a person who watches anime containing disbelief, believing it to be false, and frequently seeks forgiveness and repents after watching, judged to be a fasiq (sinner), knowing that he persists in doing so once a week? And is a person who enjoins good and forbids evil sometimes, and neglects to do so at other times, then seeks Allah’s forgiveness, repents, and asks for pardon, judged to be a fasiq?

Watching anime that contains blasphemous scenes—while believing them to be false—is forbidden. It is considered a minor sin (saghirah) for which a Muslim is not deemed ahiq (deviant) unless they persist in it. As for abandoning enjoining good and forbidding evil without a valid excuse, there is a detailed explanation: if the evil is a major sin (kabirah), then abandoning its prohibition is a major sin. If it is a minor sin, then abandoning its prohibition is a minor sin. The same applies to obligations (wajibāt) and recommended acts (mandūbāt).
