Why did some scholars agree on the reprehensibility of vows despite the clarity of the noble verse: (They fulfill their vows)?

Making a vow is disliked (makrooh), but fulfilling it becomes obligatory if the vowed act is an act of obedience to Allah. A vow is only binding if it pertains to an act of devotion. Therefore, one who vows to do something unlawful (haram), disliked (makrooh), or permissible (mubah) is not obliged to fulfill that vow, nor is expiation (kaffarah) required of him.
