Is ruling by other than what Allah has revealed, through fixed and permanent laws, different from its form in the time of Ibn Abbas, and is it considered disbelief that expels one from the fold of Islam, because it is a replacement of Allah's law and a complete turning away from it, contrary to the saying of Ibn Abbas, "And whoever does not judge by what Allah has revealed - then it is those who are the disbelievers"?

Shaykh Ibn Uthaymeen differentiated between ruling by other than what Allah has revealed in specific issues and general legislation.
