What is the degree of legal ruling for "not permissible by Sharia (لا يجوز شرعًا)"? And is it closer to Makrooh (disliked) or Haram (forbidden)? And does the punishment for its perpetrator differ from the punishment for the perpetrator of Makrooh and Haram?

Many jurists use "لا يجوز" (is not permissible) to refer to both the forbidden (haram) and the disliked (makruh), although its usage is more common for the forbidden. The dislike (karahah) might be interpreted as impermissibility, because what is permissible (ja'iz) is that which is indifferent (mubah), having both sides equal. Some jurists, however, restrict "عدم الجواز" (impermissibility) only to the forbidden, considering the disliked (makruh) to fall under the category of what is permissible.
