The answer

Whoever borrows with the intention of not repaying is disobedient to Allah, because the Prophet, peace and blessings be upon him, said: "Whoever takes the money of people intending to repay it, Allah will repay on his behalf, and whoever takes it intending to destroy it, Allah will destroy him." And his saying: "Any man who loans money from another, and Allah knows that he does not intend to repay it to him, but deceives him by Allah and wrongfully takes his money, will meet Allah the Almighty on the Day he meets Him as a thief."

is given to those in debt whose debts were not incurred in disobedience. If they were incurred in disobedience, it is not given to them before repentance. If the debtor repents from his disobedience, it is permissible to give him from Zakat to pay off his debt.
