Is the latecomer (masbuq) permitted to say "isti‘adha" (seeking refuge with Allah), "basmala" (in the name of Allah), and "ta'min" (saying Amen) after reciting Fatiha while the Imam is reciting in a loud prayer?

The preponderant view is that it is obligatory for the ma'mum (follower in prayer) to recite Al-Fatihah. It is also legislated for him to recite the basmalah (Bismillah ar-Rahman ar-Rahim), the isti'adhah (Audhu billahi min ash-shaytan ir-rajim), and the ta'min (saying Amin) even if the Imam is reciting aloud in the loud prayer. When the ma'mum finishes Al-Fatihah, he should listen attentively to the Imam's recitation. As for the opening supplication (istiftah), it is not legislated for the ma'mum while the Imam is reciting. The masbuq (one who joins the prayer late) should recite the isti'adhah and basmalah, complete Al-Fatihah, and say Amin silently, then listen attentively.
