Is it permissible to give a portion of Zakat al-Mal to a charity that cares for poor patients with cerebral palsy (providing lodging, medical and personal care, and food), knowing that these patients are unable to own property and some are not conscious?

Giving the zakat to the poor person is a condition for its validity. Paying zakat to an association is not valid unless it delivers it to the poor or to their guardians if they are unconscious. However, if the association intends to spend it on projects for the benefit of the poor, that is not valid due to the absence of direct ownership transfer.
