Giving the to the poor person is a condition for its validity. Paying zakat to an association is not valid unless it delivers it to the poor or to their guardians if they are unconscious. However, if the association intends to spend it on projects for the benefit of the poor, that is not valid due to the absence of direct ownership transfer.
