What is meant by "in other than its legitimate channels of expenditure" and what is the meaning of "it has been established as a liability upon you" and "it is obligatory to rid yourself of what you possess of it"? And does retaining a portion of the money for need require its repayment when one is able? And what about the gold you bought for your wife; is it obligatory to rid yourself of it like the rest of the money?
"In non-Shariah-compliant expenditures" means what was spent in ways not permitted by Islamic law, and "it becomes a debt upon you" means it has become a debt that you owe. You may keep only what you need of the money; anything in excess must be disposed of. "With the intention that you will give it out whenever you are able" means that whatever was spent unlawfully and is not currently available, you must intend to return it when you are able. Marriage with the money is considered spending on oneself and family, which is permissible. Buying gold for the wife is not among the necessities or needs, therefore its value must be disposed of. Buying cars is permissible if there is an urgent need for them and they cannot be dispensed with; otherwise, what was spent on them must be disposed of.
