It is not permissible to congratulate anyone on an act of disobedience to Allah the Almighty. Rather, one must condemn it and advise the person to repent. Congratulating a disobedient person on their disobedience exposes one to Allah's wrath and displeasure, as Ibn al-Qayyim mentioned. Mere congratulation is not disbelief unless it indicates legitimizing the disobedience and being pleased with it.
