Are radio competitions that require purchasing postage stamps to submit answers, and which may result in winning or losing, considered a form of maisir (gambling), similar to buying newspapers that contain competition coupons?

If radio contests are permissible in themselves, then it is permissible to participate in them. And what the participant pays for sending answers through the mail does not make them forbidden; because the amount paid for the postage stamp has no relation to the contest.
