"That which is necessary to fulfill an obligation is itself an obligation, and averting harm takes precedence over gaining benefits.

If children are disrupting the mosque-goers, then the teachers or those in charge of them should organize their rows and teach them how to pray. If this leads to them missing the first or second raka'ah, there is no harm, and they should complete their prayer as latecomers.

The Imam can also delay the takbirat al-ihram until the rows are straightened, including the rows of the children."
