Is the envied person sinful in Islamic law, or is the sin only attributed to the one who envies him?

The envied one bears no sin or harm, unlike theider who is sinful, harmed, and deserves punishment for disobeying God's command and objecting to His decree and destiny. Envy is a disease that harms the envier more than the envied. The envier may not be sinful if he does not transgress, as the criterion lies in acting upon the discontent with destiny or harming the envied. If you envy, do not transgress; if you suspect, do not verify; and if you feel an ill omen, proceed.
