Is it permissible to begin the takbīrat al-intiqāl (transition takbīr) or the tasmiʿ (saying: Samiʿa Allāhu liman ḥamidah - Allah hears him who praises Him) after fully transitioning to the next rukn (pillar/posture)?

The place for the transitional takbirat is during the transition, except when rising to the third rak'ah, in which case the takbir is performed upon standing upright, as stated by the Malikis.
