What is the ruling on money vowed for painting the Qibla of a mosque if the mosque was completely renovated after the vow and before its fulfillment?

If a vow is made by intention only, it is not binding. However, if it is made verbally, it must be fulfilled by spending it on the entity for which the vow was made. If the mosque for which the vow was made no longer needs paint, the vow can be spent on other mosque needs, such as the minaret or carpets, or the money can be spent on the needs of another mosque if the first one has no needs. Some jurists are of the opinion that the money should be kept until the specific mosque for which the vow was made needs it, and it should not be transferred to another.
