Consultation (Shura) is the process of seeking the opinion of experts to arrive at the truth. It is sanctioned by the Quran and . Allah commanded His Prophet, peace be upon him, with it, saying: "And consult them in the matter." He also praised the believers by stating that "their affair is [decided by] consultation among themselves." The Prophet, peace be upon him, frequently consulted his companions.

Regarding the binding nature of consultation for the Imam (leader), scholars hold two opinions: some believe it is binding, while others believe it is not. It may be binding in certain matters, such as শরীʿআ () rulings that the Imam is unaware of, or technical issues. It is not binding in matters of (independent reasoning) where the Imam acts on his own judgment after being enlightened by the opinions of knowledgeable and experienced individuals.
