Which is better for a Muslim who wishes to perform the pre-prayer Sunnah in places where there is no Imam or Muezzin: should he perform it along with the post-prayer Sunnah after the obligatory prayer with the first congregation, or should he join the first congregation and say the Taslim at the first Tashahhud and then rejoin them, or should he perform it individually and then wait for a second congregation?

If the prayer is established, the Muslim must join the obligatory prayer with the congregation, and it is not permissible for him to begin a supererogatory prayer, because the Prophet, peace and blessings be upon him, said: "When the prayer is established, there is no prayer except the obligatory one." Also, because the most beloved thing by which a servant draws near to his Lord is the obligatory duties. Being occupied with a supererogatory prayer at the time the obligatory prayer is established is to be occupied with the lesser deed instead of the superior one, and it might be a whisper from Satan to divert the Muslim from what is better. So, let him pray the obligatory prayer with the congregation and then pray the supererogatory prayers afterward.
