Is it permissible to disburse Zakat funds at the beginning of the month of Ramadan each Hijri year, due to not knowing the beginning and end of the Hawl (Zakat year)?

Zakat becomes obligatory when a complete lunar year (hawl) has passed over the wealth, meaning a full lunar year since the wealth reached the nisab (minimum threshold). It is permissible to pay Zakat in advance of its due time if there is a need for it, but it is not permissible to delay it beyond its due time after the hawl has passed.
