What is the validity and permissibility of the call to prayer (adhan) being raised in small mosques that do not have a resident imam or caretaker, by children aged eight to thirteen, or by any passerby?

It is permissible for the muezzin to be a discerning child who has not reached puberty, according to the Hanafis, Shafi'is, and Hanbalis. They based this on the fact that Abdullah ibn Abi Bakr used to give the adhan (definition) while he was a boy who had not yet reached puberty, without any objection from Anas ibn Malik or others. The Malikis disagreed with this, stipulating that the discerning child must rely on an adult for the adhan or for determining the time. It is preferable that every mosque has regular muezzins and imams, bearing in mind that the Maliki madhhab (definition) has a significant point of view, because the adhan of the muezzin is relied upon for fasting and prayer, so it should not be entrusted to a non-pubescent person.
