The question

Do the Sharia-mandated obligations related to dealing with people, such as good manners, offering condolences, and congratulating others, fall away for someone suffering from social phobia? And is he to be blamed for abandoning some Sunnahs, like growing a beard, so as not to tarnish the reputation of the religion and its adherents?

The answer

"Sharia obligations do not cease for a sane, adult individual due to psychological illness, unless it deprives him of his sanity. A patient who acts with awareness is responsible for his actions. A patient is excused from performing duties if he is unable to do them or is harmed by performing them. However, abandoning the beard and other obligations under the pretext of not offending religious people is unacceptable, as growing a beard is obligatory according to the majority of scholars."
