The answer

There is no harm in selling blank CDs to someone whom it is not predominantly assumed will use them for something forbidden, based on the Almighty’s saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression." Similarly, there is no harm in selling game CDs as long as they do not include anything forbidden. As for selling CDs of chess and playing cards, the least that can be said about them is intense dislike (karahah).
