Who has the right to reconcile for the fetus's blood money (Al-Ghurrah)? The father or the mother?

The original ruling concerning blood money (diyya) is that it is distributed among the heirs of the victim, based on the Prophet's (peace be upon him) saying: "Indeed, the 'aql (blood money) is an inheritance among the heirs of the slain, according to their kinship." 'Aql here refers to blood money, and this is the view of the majority of scholars. The blood money for a fetus, like other forms of blood money, is divided among its heirs. Based on this, both the father and the mother have the right to reconcile (forgive) their share of the blood money. If some heirs forgive their share, their right is waived, and the right of the others remains.
