The answer

The Witr prayer is an independent , performed by the Muslim with a specific intention. Its minimum is one Rak'ah and its maximum is eleven Rak'ahs. Some scholars are of the opinion that the Witr prayer is invalidated if the worshipper exceeds eleven Rak'ahs with the intention of Witr. Witr differs from al-Layl (night prayer); a Muslim can pray as many Rak'ahs as he wishes with the intention of absolute supererogatory prayer, and then perform Witr.
