What is the ruling on saying: "Allah cared and forgave" to someone who was afflicted by a calamity and Allah saved him from it?

The phrase "God intended and then forgave" is not befitting of Allah, Glorified and Exalted be He, because "intending" (al-hamm) is the preference of the will to act. This phrase suggests that Allah preferred to decree the affliction and then forgave, which implies a deficiency in the right of Allah, either in terms of knowledge or power.
