Is it permissible to marry the younger sister if the older sister is a sister through fosterage (radāʿa)?

It is permissible for you to marry your paternal uncle's younger daughter if she has not been nursed by your mother, or if you have not been nursed by her mother. The nursing of her sister by your mother does not have an effect. The nursing that makes marriage unlawful is five or more distinct nursings.
