The distance at which travel concessions are permitted is approximately 83 km. Some scholars estimate it to be around 80 km, while others do not specify a distance for shortening prayers (qasr). The duration that terminates the ruling of travel is the intention to reside for four days. Based on this, you are allowed to combine prayers in the two cities where you will stay for two and three days. However, staying for four days, excluding the days of entry and departure, in the first city, terminates the travel concession. Leaving luggage at the hotel does not affect this.
