Did Ibn Taymiyyah and Ibn Baz permit wiping over thin and torn socks, especially given the existence of texts that negate this?

The Hanbalis permit wiping over socks (khuffayn) provided they are thick enough to walk in continuously. Some scholars permit wiping over thin socks due to the generality of the evidence, while those who stipulate thickness oppose them, arguing that necessity calls for wearing thick socks for walking. It has not been narrated from Shaykh al-Islam Ibn Taymiyyah that he permitted wiping over thin socks. The most cautious and absolving for one's conscience is to act according to the opinion of the majority, which stipulates that the sock must be thick.
