To whom does guardianship of minor children fall after the death of the father: to the mother or to the grandfather?

A woman whose husband has died must remain in the house where her husband died and she was in it for the entire iddah period. She should not leave it except out of necessity, nor should she spend the night outside of it. The custody of children at the aforementioned age belongs to the mother, provided she has no impediment to custody.
