Is a girl's stipulating upon herself to donate a certain amount of money if she falls short in memorizing and reciting the Quran considered a vow?

It appears that a person's statement: "If I fall short in memorization, I will give such-and-such an amount in charity," does not constitute a vow (nadhr). This is because this wording does not convey a firm commitment, and it is not among the forms or wordings of vows mentioned by scholars, such as: "It is incumbent upon me for the sake of Allah to do such-and-such," or "I have a vow to do such-and-such," or "If Allah cures me, then I must fast for a month."

However, if the person who used this wording intended a vow, then it becomes an implicit vow (kinayah), and she is bound by what she mentioned.
