Does obsessive whispering (waswas) concerning the intention for ablution prevent one from knowing how to form the intention and when ablution begins after saying "Bismillah" (in the name of Allah)? Is there a solution to the problem of taking half an hour because of this?

The solution is to completely disregard the whispers of intention. Intention is merely the will to remove ritual impurity through ablution. When one feels this will, they should begin by saying "Bismillah" immediately and proceed with ablution without paying attention to doubts.
